The plan has already promised to create or help put 3.6 million Americans to work by the end of 2010. The plan also speaks to tax cuts for the middle class and tax credits for individuals purchasing a home in 2009 or an American car. Despite what it promises to do and what it will actually deliver, the president stands behind his plan 100% and believes that it will take time but will work. However, there is one idea that got my attention”¦simply because it seems like it would work. There has been talks of boosting the market by offering a special incentive called “no capital gains”ť for securities purchased before 12/31/09. This would create an urgency and reinforce people’s confidence in the market. There would however be some exceptions to the proposed idea, but it could boost small business purchase decisions and help the market to a faster recovery. More to come on this later”¦

The package ”ť“ worth an estimated $819 billion in its current form ”ť“ was passed 244-188 by the House of Representatives on January 29, 2009, with a few modifications here and there. That was the easy part of the process. Now the stimulus plan goes to the Senate to be debated, added to, subtracted from, and then voted on.The exercise started February 2 and should, if all goes relatively smoothly, be concluded by President’s Day, February 16. That would be pretty fast by Washington standards, but given the general consensus that the stimulus plan is extraordinarily urgent, we could well see some extraordinarily fast action from the Senate floor.That said, there is no shortage of sticking points in the new administration’s proposed stimulus package. It is telling that not a single House Republican voted in favor of the plan on January 29. In broad terms, Republicans want more tax cuts and a greater focus on the problem of housing and bad mortgages than the current plan provides.
